Follow these steps and enable your 1st adsense account within one hour. But first not that you do not use that email account which was already disqualified/disabled. so i'll preferred you should use a new gmail account.
Go to Youtube and login your account
Go to Channel Setting option
Account Information and change your country USA or other countries and save your account information.
Apply Youtube Monitization for Google Adsense Earning
Go here and enable your account
Go to Video Manager and edit your video and click on Green $ as you can see it in blow pic. Youtube will send a confirmation email.
How To Associate Videos with Google Adsense?
Go to Channel Setting and click on Monetization.
There would be six option you would click to 5th option How will I be paid? and there is an other link Associate an Adsense account
Now you would see proceed to google account , click on yes and use your this account.
In 3rd step select your country, time zone, payee name and address etc. Fill up all requirement and submit it. once your account is approved a mail will be send on your email i.d by google for access in your adsense account. it will take 1hour.
Display Relevant Ads on Your Existent Blog or Website Using This Adsense Account
Now generate ads code and place it in your existing blog/site
Go to adsense account and click the Access and authorization and go ot Site Authorization.
Now type your blog/web url and submit it. now after few minutes you can see ads your blog/site.
You can use this adsense account for multiple site/blog. Now generate your earning and after minimum 100$ submit for withdraw amount but first after 10$ apply for adsense code. Google will send a letter which contain your adsense code.
